Dear Tita Lita,
Nakatira po ako sa may dakong Chiba-ken. Paano po ba ang pagkuha ng car license sa Japan? Hindi po ako marunong mag-Hapon kaya kung nasa Hapon ang exam, hindi ko po kaya. Sabi ng isang Pinay na may-asawang Hapon, mahal daw po ang bayad. Salamat po.

Sa Chiba Driver’s License Center ka mag-a-apply. Ang written exam ay pwedeng kunin in English, although per my interview with someone who took the English test, medyo mahirap ding intindihin ang English ng Hapon. Very time consuming ang pag-take mo ng written at practical exams. Karamihan, hindi pumapasa sa first try, pero may kasabihan na “try and try until you succeed,” di-ba? Malaki ang chance mong pumasa sa first try, kapag ikaw ay nag-enrol sa Japanese driving school, pero gagasta ka ng from around JPY 250,000 – 300,000 para dito.
Kung passport holder ka sana ng mga bansang ito - Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Iceland, Ireland, Italy, Korea, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, Switzerland and the U.K. – di na kailangang mag-exam pa. Pwedeng i-convert ang lisensiya sa mga bansang nasabi – punta lang sa local license center with an official translation of your license, take an eye test and prove that, after obtaining your license, you have lived at least 3 months in the country where your license has been issued.
Parang hindi pa naka-conclude ng agreement ang bansang Pilipinas sa bansang Hapon tungkol dito, kaya kailangan ka pa ring mag-exam, both written and practical, in order to obtain a Japanese driver’s license.

Dear Tita Lita,
Gusto ko po sanang mag-aral ng Japanese pero napakamahal ng tuition fees sa mga Japanese language schools. Nagpunta naman ako sa mga NPO Japanese classes for free. Hindi naman masyadong magaling magturo ang mga teachers dahil halos mga retired na Hapon na sila. Meron po kayong alam na mga scholarships for foreign residents in Japan who would like to study Japanese seriously? Matanda na po ako pero willing pa rin mag-aral. Sana matulungan ninyo ako.

I do not know where you reside, but when I checked Japanese language schools in the internet, there were more than 100 just in the Tokyo area alone. Of course, I would not know which one is good and which is not, and which is less costly, but you can probably take the time to get in touch with a selected few, close to your residence or place of work. If you live in the Tokyo area, you can check out the classes offered by the community college of Sophia University, tel. no. 03-3288-3553; http://www.sophia.ac.jp/jpn/admissions/c_college. Being a prestigious university, I would presume that they will select good language teachers for their Japanese courses. From what I can gather, they offer “Ordinary Language Course”, “Middle Level Class”, “Business Japanese Middle Class Level”, and “Let’s Read Japanese, Middle Class Level”. All are for a period of around 3 months, for once a week classes, for around 90 minutes, and cost is from around JPY 32,500 – JPY 36,000. Nearby Sophia University is St. Ignatius Catholic Church. I heard from one Philippine bank employee who took Japanese language classes there, that it was very good and the fee, very reasonable. As to a scholarship for you, I do not know how old you are, but from my research, normally the available offers are for qualified people who are not more than 35 years old. Generally, the scholarships are not only for studying Japanese, but mainly for entering Japanese universities as undergraduate, research student, or graduate student.

Tatlong taon na po akong divorced sa aking asawang Hapon at permanent resident ng Japan. Ngayon, meron po akong boyfriend sa Pinas.
Gusto ko po sanang magpakasal sa kanya.

Nagbasa ako ng The Family code of the Philippines (you can access the information in the internet), para masagot ko ang tanong mo. Hindi ako eksperto dito, so siguro dapat magbasa ka rin, at mag-consulta na rin sa ating Embahada sa Tokyo. Pero doon sa Family Code, mukhang pwede kang magpakasal sa iyong boyfriend sa Pilipinas. Kasi may probiso doon sa Family Code tungkol sa mga Filipino na previously married - see Art. 1, (5). Sa Art. 13 naman, heto ang relevant provision para sa iyo: “In case either of the contracting parties has been previously married, the applicant may be required to furnish... the judicial decree of the absolute divorce, or the judicial decree of annulment or declaration of nullity of his or her previous marriage.”

Twenty years na po akong nag-work sa company ko sa admi-nistration section. Trading company po siya kaya English at konting Japanese lang po ang gamit ko. This year, na bankcrupt po ang company kaya wala na po akong trabaho ngayon. 53 years old na po ako at hindi ko alam kung anong gagawin ko. Although college graduate naman ako sa atin, parang nawawalan ako ng self-esteem dahil sa age ko.Wala na po akong asawa. Iniwan na po ako. Yung dalawang anak namin, nag sarili na rin sila.
